negotiations actually opened at Hongkong. I replied that
I thought they were technical points which could best be
settled by kr. maze himself in Hongkong, and that I had
no observations to make beyond the expression of my per-
sonal hope for the success of the negotiations. I told
Mr. Haze that when an agreement was reached, I would re-
queat your authority to sign. as reported in my telegram
Number 659 of vetober 24th, the new draft (of úctober 7th
was approved by the minister of Finance, who authorized
an agreement on this basis. Details of the Chinese amend
ments to the draft of september 26th appearing in the new
draft of votober 7th were forwarded to you in my despatch
Number 1525 of October 25th. The printed re-draft con-
taining the amendments desired by the Chinese authorities
is oon tained in a letter to me from r. ze, forwarded
to you in my despatch Number 1517 of october 24th: I re-
plied to kr. maze that I did not think such points shoul
go beyond the possibility of amicable arrangement..
Ingram informed me later that Mr. Baze personally saw no
